I found a second location for this in Costlemark Proper( not secrets below) as you enter the dungeon look for a crumbled ledge in the first open hallway, proceed across the ledge pick up a megaphoenix and drop down to my newly discovered floor of costlemark, on this floor you'll fight a yojimbo and two bombs(lightning types) they're two separate pulls. Open the door and fight the bombs, proceed to the end of the hallway and find the grandchamberlain, previously thought to only be located in Fociaugh Hollow. Source.
